WHO WE ARE
Kaihen Consulting was established to assist the energy industry identify and deliver change through innovative and transformative thinking. We have become specialists in assisting both utilities and regulators respond to the transformational challenges facing the energy industry.
At Kaihen Consulting we provide an expert team of advisers from our network of associates. We tailor our team to the client requirements to ensure that we maximise the value from the project.
Our history
- Kaihen Consulting was established in 2013, initially formed to meet the need for high quality engineering and business advice to assist the delivery of services from energy sector clients during a period of transformation.
- Connecting the many dimensions of large infrastructure and process-based organisations presented a challenge to some clients. With our extensive industry experience at all levels of business, we were able to quickly diagnose issues and work with our clients to deploy actionable improvements.
- We've become specialists in economic regulation of energy infrastructure, developing and reviewing investment proposals on behalf of the customers that they serve. We work for regulated gas and electricity utilities, and for energy regulators across Australia and internationally throughout the region.
- We've been involved in numerous regulatory review processes and been at the forefront of changes to both the regulation of electricity and gas networks and the response to those changes by utilities, through development and review of regulatory frameworks, investment proposals, and regulatory submissions.
- Our team members (and associates) have held numerous senior roles in the electricity industry, principally in gas and electricity networks in Australia. We understand the perspectives and roles of these businesses and the many market participants, stakeholders and customers across the industry. In addition to our advisory service, we are well-versed in facilitating and participating in stakeholder engagement forums and harnessing the input that comes from such consultation processes.
- Our utility backgrounds coupled with deep technical and regulatory experience provides unique insights and value to our clients. Through our advisory work, we maintain familiarity with and contribute to the evolution of industry and regulatory leading practice to meet our low carbon energy future, and ensure that energy customers benefit from the investments that they ultimately contribute towards.

We ensure that you have direct and regular access to our team of experts. Kaihen Consulting is led by Gavin Forrest, with over 30 years experience as a specialist advisor in infrastructure management and energy regulation.
GAVIN Forrest, MANAGING Director
Gavin is highly regarded for his critical thinking and collaborative approach to work through technically complex and contentious issues, to maximise outcomes for his clients.
Most recently, Gavin was a Director of the pre-eminent regulatory advisory firm in Australia and Asia on electricity regulation, specialising in the forecasting of prudent and efficient expenditure requirements for electricity networks and for gas pipelines. A role that Gavin had undertaken for over a decade, Gavin has provided expert advice to Australian and overseas clients regarding energy policy and strategy, implementation and operation of electricity and gas markets and the provision of electricity network services and associated network pricing, access and regulatory arrangements.
As an adviser to both regulator and utility clients, he has led the review and development of numerous billion-dollar investment plans and the processes to establish pricing and revenue to deliver energy services to consumers. Also, having provided strategic advice on market development and the impact of regulation and policy reform activities, and implementation of industry reform programs and regulatory frameworks to respond to the evolving needs of customers and markets.

MARK DE LAETER, DIRECTOR
Mark is a network management expert with a career spanning more than 40 years in the energy industry. Starting as an electrical engineering specialist, Mark moved through the ranks at a large Australian electricity utility to executive roles, subsequently transitioning to providing consulting services.
As a Director of the pre-eminent advisory firm in Australia and Asia on electricity regulation, Mark has provided technical, strategic, and regulatory advice to utilities, gas and electricity regulators, policy makers, and energy businesses, primarily in Australia, New Zealand, and Malaysia.
He is well versed in the strategic and technical challenges and responses to the energy transition that is well underway, including the required investments in information, communication, and operational technologies. He specialises in supporting regulated network businesses develop robust transmission and distribution network plans and expenditure proposals and working for economic regulators to assess the prudency and efficiency of such expenditure.
